Статья 1: Юридически обязывающее соглашение
1.1. Настоящий документ (далее — «Соглашение») представляет собой юридически обязывающий договор между компанией AE TECHNOLOGY, зарегистрированной в соответствии с законодательством Латвии (далее — «Поставщик»), и любым физическим или юридическим лицом, использующим платформу skillsetpay.com (далее — «Клиент»).
1.2. Продолжение использования платформы, регистрация или совершение транзакций на skillsetpay.com считаются безоговорочным принятием всех условий настоящего Соглашения.
1.3. Доступ к услугам skillsetpay.com разрешен только лицам, достигшим совершеннолетия в своей юрисдикции, но не младше 18 лет. Нарушение этого требования является существенным нарушением Соглашения и может привести к прекращению доступа.
Статья 2: Изменения и обновления
2.1. Поставщик оставляет за собой право вносить изменения в Соглашение без предварительного уведомления Клиентов.
2.2. Продолжение использования платформы после изменений означает принятие обновленных условий.
2.3. Клиент обязан регулярно проверять актуальную версию Соглашения на skillsetpay.com. Текущая версия заменяет все предыдущие.
2.4. В случае несогласия с изменениями Клиент должен немедленно прекратить использование услуг.
Описание услуг и порядок работы
Статья 3: Основные услуги
3.1. Поставщик выступает посредником, облегчающим пополнение цифровых кошельков для игровых платформ, в частности кошельков Steam.
3.2. Услуга включает безопасный перевод средств на указанный аккаунт Steam в соответствии с инструкциями Клиента.
3.3. Поставщик не является банком, финансовым учреждением или платежным процессором, а специализируется исключительно на пополнении кошельков Steam.
Статья 4: Требования к транзакциям
4.1. Для совершения транзакции Клиент обязан предоставить:
- Действующий идентификатор аккаунта Steam;
- Точную сумму перевода;
- Корректные платежные реквизиты;
- Дополнительные данные для верификации (при запросе).
4.2. Поставщик не запрашивает и не хранит: - Пароли от Steam;
- Коды Steam Guard;
- Данные двухфакторной аутентификации.
4.3. Клиент несет ответственность за безопасность своих учетных данных Steam.
4.4. Используя услуги, Клиент подтверждает право собственности на аккаунт Steam или наличие разрешения от владельца.
Финансовые условия и платежи
Статья 5: Доступные методы оплаты
5.1. Доступные способы:
- Кредитные карты (Visa, MasterCard, American Express);
- Дебетовые карты;
- Электронные системы (PayPal, Skrill, Neteller);
- Системы быстрых переводов;
- Криптовалюты (где разрешено);
- Банковские переводы.
5.2. Доступность методов зависит от региона и регулирования.
Статья 6: Комиссии и сроки обработки
6.1. Комиссия за услуги — 10% от суммы транзакции (если не указано иное).
6.2. Дополнительные комиссии платежных систем не контролируются Поставщиком.
6.3. Средства обычно зачисляются в течение 10 минут после подтверждения платежа.
6.4. На сроки могут влиять: технические сбои, перегрузки Steam, проверки безопасности.
Транзакции и поддержка
Статья 7: Точность данных и проверки
7.1. Клиент отвечает за корректность предоставленной информации.
7.2. Поставщик вправе проводить проверки транзакций, включая запрос документов и антифрод-меры.
Статья 8: Поддержка клиентов
8.1. Проблемы решаются через службу поддержки skillsetpay.com.
8.2. В запросе необходимо указать: номер транзакции, дату, данные аккаунта Steam, описание проблемы.
8.3. Ответ предоставляется в течение 15 рабочих дней.
Возвраты и споры
Статья 9: Условия возврата
9.1. Возврат возможен при:
- Технических сбоях Поставщика;
- Двойных списаниях;
- Несанкционированных транзакциях (после проверки).
9.2. Запрос подается в течение 14 дней.
9.3. После зачисления средств на Steam возврат невозможен.
9.4. Возврат не предоставляется при: ошибках Клиента, блокировке аккаунта Steam, нарушении правил Steam.
Статья 10: Урегулирование споров
10.1. Споры решаются через переговоры.
10.2. При отсутствии согласия:
- Официальная жалоба на info@skillsetpay.com;
- Рассмотрение руководством Поставщика;
- Медиация или суд в Латвии.
10.3. Соглашение регулируется законами Латвии.
Ограничения ответственности
Статья 11: Объем ответственности
11.1. Ответственность Поставщика ограничена суммой комиссии за транзакцию.
11.2. Поставщик не несет ответственности за:
- Косвенные убытки;
- Действия третьих лиц (Steam, платежные системы);
- Последствия нарушения Клиентом Соглашения.
Статья 12: Форс-мажор
12.1. Поставщик не отвечает за задержки, вызванные: стихийными бедствиями, кибератаками, действиями властей.
12.2. Услуги могут приостанавливаться для технического обслуживания.
Управление аккаунтом
Статья 13: Безопасность и запреты
13.1. Клиент отвечает за конфиденциальность данных аккаунта.
13.2. Запрещено: мошенничество, использование для отмывания денег, автоматизированные запросы.
Статья 14: Блокировка аккаунта
14.1. Поставщик вправе заблокировать доступ при нарушениях, подозрительной активности или оскорблениях.
Прочие положения
Статья 15: Интеллектуальная собственность
15.1. Контент skillsetpay.com защищен авторским правом.
15.2. Запрещено копирование без согласия Поставщика.
Статья 16: Действительность условий
16.1. Недействительность отдельных пунктов не отменяет остальное Соглашение.
Статья 17: Заключительные положения
17.1. Соглашение заменяет все предыдущие договоренности.

Legal Framework and Acceptance
Article 1: Binding Agreement
1.1. This comprehensive legal document (hereafter termed the «Agreement») constitutes the binding contractual framework between AE TECHNOLOGY, duly incorporated under the laws of Latvia (hereafter referred to as the «Provider»), and any individual or entity accessing or utilizing the skillsetpay.com platform (hereafter designated as the «Client»).
1.2. The continued browsing, registration, or execution of any transaction on skillsetpay.com shall be interpreted as unequivocal acknowledgment and unqualified acceptance of all provisions contained herein.
1.3. Access to and utilization of the services provided by skillsetpay.com is strictly restricted to individuals who have attained the age of majority in their respective jurisdictions, but not less than 18 years of age. Any attempt to circumvent this age restriction constitutes a material breach of this Agreement and may result in immediate termination of access.
Article 2: Modifications and Updates
2.1. The Provider maintains the unrestricted prerogative to implement amendments, modifications, or revisions to this Agreement at its sole discretion and without prior notification to Clients.
2.2. Following any such modifications, continued interaction with skillsetpay.com shall be construed as implicit acceptance of the revised terms.
2.3. The Client bears the responsibility to periodically review this Agreement for any modifications. The most current version shall be prominently displayed on skillsetpay.com and supersedes all previous iterations.
2.4. Should the Client disagree with any modification to this Agreement, their sole recourse shall be the immediate cessation of using skillsetpay.com services.
Service Description and Operational Protocols
Article 3: Core Services
3.1. The Provider operates as an intermediary facilitating the process of digital wallet funding services for gaming platforms, specifically enabling the addition of monetary value to Steam platform wallets.
3.2. The service encompasses the secure transfer of funds to the designated Steam account in accordance with the Client’s explicit instructions and monetary specifications.
3.3. The Provider does not function as a bank, financial institution, or payment processor, but rather as a specialized service provider focused exclusively on the facilitation of Steam wallet funding operations.
Article 4: Transaction Requirements
4.1. To initiate and complete a transaction, the Client must provide the following mandatory information:
- A valid and active Steam account identifier or username
- The precise monetary amount to be transferred
- Complete and accurate payment information necessary for the processing of the transaction
- Any additional verification information that may be required by the Provider or its payment partners
4.2. The Provider emphatically declares that at no point in the transaction process does it solicit, collect, store, or otherwise process:
- Steam account passwords
- Steam Guard codes
- Two-factor authentication credentials
- Any other confidential login information
4.3. The Client retains sole responsibility for maintaining the security and confidentiality of their Steam account credentials.
4.4. By utilizing the services provided by skillsetpay.com, the Client affirms that they are either the legitimate owner of the Steam account specified or have obtained explicit permission from the rightful owner to add funds to said account.
Financial Considerations and Payment Mechanisms
Article 5: Accepted Payment Methods
5.1. The Provider offers multiple payment channels to accommodate diverse Client preferences, including but not limited to:
- Major credit cards (Visa, MasterCard, American Express)
- Debit cards from recognized financial institutions
- Electronic payment systems (PayPal, Skrill, Neteller)
- Various regional rapid transfer systems
- Cryptocurrency options (where legally permissible)
- Banking transfers
- Other payment methods as may be introduced and displayed on skillsetpay.com
5.2. The availability of specific payment methods may vary based on the Client’s geographical location, regulatory constraints, and the operational status of the respective payment systems.
Article 6: Fee Structure and Processing Times
6.1. Unless explicitly stated otherwise on skillsetpay.com, all transactions are subject to a service fee calculated at 10% of the transaction value.
6.2. Additional fees may be imposed by the Client’s payment provider, financial institution, or intermediary banks, which are separate from and not controlled by the Provider.
6.3. The Provider commits to processing transactions expeditiously, with funds typically being credited to the specified Steam account within 10 minutes following successful payment confirmation.
6.4. Notwithstanding the foregoing, the Provider acknowledges that various factors beyond its control may occasionally impact processing times, including:
- Technical issues with payment processing systems
- Temporary outages or maintenance of the Steam platform
- Network congestion or connectivity disruptions
- Unusual transaction volumes
- Regulatory compliance checks
- Enhanced security verification procedures
6.5. The Provider shall not be held liable for any delays resulting from the aforementioned factors or similar circumstances outside its direct control.
Transactional Integrity and Support Mechanisms
Article 7: Accuracy and Verification
7.1. The Client bears full responsibility for ensuring the accuracy of all information provided during the transaction process, including but not limited to Steam account details and payment information.
7.2. The Provider reserves the right to implement verification procedures to confirm the legitimacy of transactions, which may include:
- Requesting additional documentation
- Performing security checks
- Verifying payment information
- Conducting anti-fraud measures
- Implementing transaction limits
7.3. Transactions flagged by the Provider’s security systems may be subject to additional verification steps or temporary holds until satisfactory verification is completed.
Article 8: Customer Support and Problem Resolution
8.1. In the event of any transaction-related issues, the Client must promptly contact the Provider’s customer support team through the designated communication channels specified on skillsetpay.com.
8.2. When submitting a support request, the Client must provide comprehensive details regarding the transaction, including:
- Transaction identifier or reference number
- Date and time of the attempted transaction
- Steam account identifier used
- Payment method employed
- Detailed description of the issue encountered
- Any error messages received
- Any other relevant information that may assist in resolving the matter
8.3. The Provider commits to investigating all reported issues thoroughly and responding to the Client in a timely manner, typically within 15 business days of receiving the support request.
Refund Policies and Dispute Resolution
Article 9: Refund Eligibility and Process
9.1. Refunds may be issued exclusively under the following circumstances:
- Technical failure attributable to the Provider’s systems resulting in an incomplete transaction
- Duplicate charges for the same transaction
- Unauthorized transactions (subject to verification)
- Services not rendered despite successful payment processing
9.2. Refund requests must be submitted within 14 days of the transaction date to be considered eligible for processing.
9.3. The Provider categorically states that once funds have been successfully transferred to the specified Steam account, refunds cannot be processed under any circumstances due to the irreversible nature of digital wallet funding.
9.4. Refund requests based on the following circumstances will not be entertained:
- Client’s remorse or change of mind
- Incorrectly entered Steam account details
- Disputes between the Client and the Steam platform
- Violation of Steam’s terms of service
- Account suspension or termination by Steam
Article 10: Dispute Resolution Framework
10.1. The Provider encourages amicable resolution of disputes through direct communication with its customer support team.
10.2. In the event that a satisfactory resolution cannot be achieved through direct communication, disputes shall be resolved through the following escalation process:
- Formal written complaint submitted to info@skillsetpay.com
- Internal review by the Provider’s management team
- Mediation by a mutually agreed third party
- Legal proceedings in accordance with the laws of Latvia.
10.3. This Agreement shall be governed by and construed in accordance with the laws of Latvia, without regard to its conflict of law provisions.
Limitations of Liability and Force Majeure
Article 11: Scope of Liability
11.1. The Provider’s aggregate liability under this Agreement shall be limited to the amount of service fees collected from the specific transaction giving rise to the claim.
11.2. Under no circumstances shall the Provider be liable for:
- Indirect, incidental, special, or consequential damages
- Loss of profits, revenue, data, or business opportunities
- Service interruptions or data loss
- Actions taken by third parties, including payment processors or the Steam platform
- Damages resulting from the Client’s failure to comply with this Agreement
- Damages resulting from the Client’s provision of incorrect information
11.3. The Provider explicitly disclaims all warranties, express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, and non-infringement.
Article 12: Force Majeure and Service Interruptions
12.1. The Provider shall not be held responsible for any failure or delay in performing its obligations under this Agreement if such failure or delay is caused by circumstances beyond its reasonable control, including but not limited to:
- Natural disasters or extreme weather events
- Terrorist attacks or war
- Pandemics or public health emergencies
- Government actions or regulatory changes
- Labor disputes or strikes
- Telecommunications or power failures
- Cyberattacks or security breaches
- Software or hardware malfunctions
- Actions or omissions by third-party service providers
12.2. The Provider reserves the right to temporarily suspend services for maintenance, upgrades, or security purposes, with or without prior notice to Clients.
Account Management and Termination
Article 13: Account Security and Prohibited Activities
13.1. The Client is responsible for maintaining the confidentiality of their skillsetpay.com account credentials and for all activities conducted through their account.
13.2. The following activities are strictly prohibited and may result in immediate account termination:
- Attempting to circumvent or manipulate the service fee structure
- Using the service for money laundering or other illegal activities
- Providing false or misleading information
- Attempting to reverse-engineer or disrupt the Provider’s systems
- Using automated scripts or bots to interact with skillsetpay.com
- Sharing account credentials with third parties
- Any activity that violates applicable laws or regulations
13.3. The Provider reserves the right to implement security measures, including activity monitoring and transaction limits, to prevent fraudulent or suspicious activities.
Article 14: Account Termination and Restriction
14.1. The Provider reserves the absolute right to restrict, suspend, or terminate a Client’s access to skillsetpay.com at any time and for any reason, including but not limited to:
- Violation of any provision of this Agreement
- Suspected fraudulent or illegal activities
- Abusive behavior toward support staff
- Multiple unsuccessful payment attempts
- Receipt of chargebacks or payment disputes
- Inactivity for an extended period
14.2. Upon account termination, the Client shall immediately cease all use of skillsetpay.com services and shall remain liable for any pending transactions or obligations.
Miscellaneous Provisions
Article 15: Intellectual Property
15.1. All content, trademarks, logos, and intellectual property displayed on skillsetpay.com are the exclusive property of the Provider or its licensors and are protected by applicable intellectual property laws.
15.2. The Client is prohibited from copying, reproducing, modifying, distributing, or creating derivative works based on any content from skillsetpay.com without the Provider’s explicit written consent.
Article 16: Severability and Survival
16.1. If any provision of this Agreement is deemed invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.
16.2. Provisions related to limitation of liability, dispute resolution, intellectual property, and any other provisions that by their nature should survive termination shall remain in effect after the termination of this Agreement.
Article 17: Entire Agreement
17.1. This Agreement constitutes the complete and exclusive understanding between the Client and the Provider regarding the subject matter herein, superseding all prior agreements, proposals, or representations, whether written or oral.
17.2. The failure of the Provider to enforce any right or provision of this Agreement shall not constitute a waiver of such right or provision.
